Description
Various land administration organisations with overlapping goals can effectively share spatial data, resources, tools, and competencies. A particular challenge is incoherence or existing linking methods, which depend on the type of data and how they are recorded and the methods of linking. Effective, rational management of official real estate records includes spatial (positional) integration and harmonisation of cadastral data with other public records. The land cadastre is a dynamic record, where a large number of entered data changes daily, consequently the geometric or graphic basis for all other data sets related to the cadastral content changes. Dynamic changes in the geometry of real estate units on land due to changes in the boundaries of real rights and consequent updates of cadastral data (cadastral arrangements and rearrangements) and location improvements of parcel data require adaptation and harmonisation of cadastral linked spatial databases, such as land use. SMA completed the locational improvement of the cadastre for the entire territory of Slovenia at the end of 2020. Within the framework of this project, the accuracy of the coordinates of land boundary fracture coordinates was improved for the first time and the integration of various cadastral data sources. An effective spatial data integration technique with several different levels of data accuracy must consider the position accuracy of the source data sets and produce updated accuracy information for the integrated data.
In the research project, we will provide a methodology for establishing a permanent connection of geometric data. The process is a prerequisite for effective positional adjustment in cases of official changes in position in one or another record. Furthermore, the development of a prototype method for the dynamic updating of other real estate records for which the suitability of a direct positional connection with the cadastre geometry has been confirmed will be based on a previously defined harmonisation method. In phase 1, we will examine the issue in detail, considering the current theoretical and professional findings of geodetic, cadastral, planning and geoinformation professions. We will analyse data sources according to different system types of cadastres, the exact kind of change/service in the cadastre in various land use areas.
In phase 2, we will define the suitability criteria and the procedure for detecting micro-semantic suitability/inadequacy of positional coincidence (FGG KPP, GIS) from the point of view of cadastral operations of border arrangement and rearrangement and the point of view of spatial planning principles. Analysed various types of changes in geometric data recorded in the land cadastre system based on projects (studies) of cadastral services will provide guidelines for determining decision-making criteria on the admissibility or inadmissibility of adjusting the boundaries of other records by updating the positions of cadastral geometry. This procedure will solve the first problem discussed, namely the indeterminacy of spatial data boundary fractures in other records (e.g. planned land use) regarding positional, geometric identity with the geometry of cadastral land boundary fractures.
In phase 3, we will develop a prototype of a technological solution to support decision-making on the admissibility or inadmissibility of the positional connection of geometry data of two test-discussed geospatial topics (cadastre, intended use).
With the envisaged methodological approaches, we will define the procedure and criteria for harmonising the geometry of other records with the dynamic updating of cadastral geometry positions. By implementing the above methodology, we anticipate a significant increase in the efficiency of linking geometric data from cadastres and other real estate geometries.
Project goals
The general goal of the task is to provide guidance and technical solutions for connecting the geometry of the cadastre with other spatial records that are originally related to the cadastre, so that their positions are harmonized and permanently connected, thus ensuring their greater functionality and harmonized updating.
Objective 1: To determine an effective way to compare, discover the semantic adequacy of positional coincidence or the validity of positional differences in the geometry of the compared vector layers of boundary breaks (points)
Objective 2: Development of prototype methods for dynamic updating of other real estate records for which the suitability of direct positional links with cadastral geometry is confirmed
