Description:

For the needs of the renewed real estate cadastre, which is managed by the Surveying and Mapping Administration, it is necessary to provide data on buildings that will be more authentic, more up-to-date, more accurate, more detailed, and above all, directly accessible in 3D format. The advantage of the 3D format opens up new application possibilities for modeling the exterior of buildings, integrating data on floor property and the land use of premises, defining ownership relationships in buildings, real estate valuation, building visualization for users and new services in the field of e-construction and e-planning. Years ago in Slovenia, we laser-scanned the entire country using lidar technology. In the meantime, the data has become outdated, the cloud of recorded points is too sparse to accurately capture buildings, and at the same time, laser scanning at the time was not intended to capture data on real estate. In 2023, laser scanning and aerial surveying will start again, which will this time be combined for the first time in a joint CLSS project. This will ensure periodic (cyclical) repetition of data acquisition with a higher density of points in the field. The combination provides the possibility of automated recognition, capture and modeling of buildings present on the ground at the time of recording.

The Real Estate Cadastre Act was adopted, the purpose of which is to ensure the entry of correct and complete data on real estate that shows the actual situation in the area. The new Construction Act was also adopted, which for selected groups of buildings of public importance prescribes the mandatory production of project documentation with the help of information-supported modeling of buildings – BIM. BIM data can be useful for improving the detail and timeliness of geodetic databases, and vice versa – geodetic databases in 3D format could support BIM design.

Key objectives:

In accordance with the stated starting points, the project will comprehensively address the process of capturing and using 3D and 2.5D geodetic data on buildings. Here, the primary goal is to provide data on buildings for the real estate cadastre, while the secondary goal is the possibility of future use of 3D data in the BIM concept or GeoBIM. In the currently legally valid form of the real estate cadastre, the buildings are in 2.5D format, which must be ensured until further notice, and in the previous CRP project “GeoBIM and state geodetic data” we also planned to establish a parallel version of the subset of buildings in 3D format. Data on buildings can be captured automatically from the data of cyclic aerial survey and laser scanning of Slovenia (CLSS). The CRP project will deal with the data, techniques and processes of their capture and integration into the real estate cadastre.
