Description:

Due to rising construction costs in Slovenia, providing affordable rental housing is becoming increasingly challenging. Effective regulation of the rental market requires the establishment of a large rental housing fund, which, given the desire for low rents and profitability, requires considerable cost optimization. However, if the comfort of residents is not taken into account, this can lead to a lower standard of living. The aim of the project is to analyze the costs of specific public rental housing construction projects and identify the factors that influence the level of costs. In addition, the efficiency of living space use will be analyzed and the possibility of using prefabricated modular construction to reduce costs compared to conventional construction will be evaluated. The research questions address the problem of rental housing from an economic and construction perspective, as well as from the perspective of living comfort and architecture. The research questions will be addressed on the one hand by reviewing the literature, guidelines, and good practices from abroad, and on the other hand by conducting our own analyses. The expected results of the project include a report on the analyses performed and the definition of guidelines for the construction and management of public rental housing construction projects. The latter will be intended to guide decision-makers and investors in rationalizing the costs of public rental housing construction.

Main Goals:

The aim of the project is to identify, through the analysis of the costs of specific completed projects, the important factors that influence the costs of constructing public rental housing and to identify possible innovative solutions for reducing construction costs. Despite the rationalization of construction, these solutions must not deviate from the minimum technical requirements and must ensure the quality of living comfort. Examples of innovative solutions that could reduce construction costs include prefabricated modular construction, optimisation of the efficiency of living space (floor plans) and the shared use of certain spaces (such as laundry rooms, shared offices or kitchens). The research questions that will be addressed during the project are:

  1. What is the distribution of costs in specific public rental housing construction projects by cost drivers?
  2. For how many units is prefabricated modular construction more economically viable than conventional construction?
  3. What is the minimum usable living space that can still provide comfortable living conditions with a smart architectural design?
  4. Is reducing the usable living space per resident with high-quality and actively managed common areas (such as a laundry room, office, kitchen) economically justified?
